Incomplete Order Does Not Show In Agent (Doc ID 2376428.1)

Within the agent, attempts to pull up an order with an order ID fails. Further, the when invoking the getOrder REST endpoint ( /ccstore/v1/orders/{id} ) using the order ID, the status shows as INCOMPLETE. For example:

GET /ccstore/v1/orders/o1234567
