DBaaS: TNS-12535 observed during connection when VNics of client and server are in different vnicset

In OCI Classic, the following error was observed from application end in its connection to the database.
TNS for Linux: Version 184.108.40.206.0 - Production
Oracle Bequeath NT Protocol Adapter for Linux: Version 220.127.116.11.0 - Production
TCP/IP NT Protocol Adapter for Linux: Version 18.104.22.168.0 - Production

Tns error struct:
ns main err code: 12535
TNS-12535: TNS:operation timed out
ns secondary err code: 12560
nt main err code: 505
TNS-00505: Operation timed out
nt secondary err code: 110
nt OS err code: 0
Both the application server and Database server were running on OCI-Classic.
There was no access rule between two VMs.
IP network was created for the two services to connect over private IPs.
