The Service Level Option "Oracle Java Cloud Service for Fusion Middleware" Is Missing when Trying to Deploy ODICS into a JCS Instance (Doc ID 2376824.1)

Symptoms

When attempting to follow the provisioning guide to deploy Oracle Data Integrator Cloud Service (ODICS) into a Java Cloud Service (JCS) instance, by following step 3 of the Provisioning Oracle Java Cloud Instance section in the ODICS provisioning instructions for 17.3.1, the service level option "Oracle Java Cloud Service for Fusion Middleware" is grayed out so cannot be selected.

Note:  Trying to select the “Oracle Java Cloud Service” option instead, then downloading the software from OTN and attempting to install it results in an error like the following as described in <Document 2356917.1>:
