Multiple email notifications are received by users when the Budget is approved.

Steps to reproduce the issue -
Enable Workflow on the Financial Plan Type.
Create a new project / open an existing project.
Go to Manage Project Budget
Add the above Financial plan type and submit the budget for approval.
When the approver approves the request, the initiator receives 3 notifications.
