CIP Asset Capitalize Error: The Asset ID and the book CORP BOOK cannot be locked. (FA-645310) (Doc ID 2377593.1)

CIP Asset will not capitalize due to the error message below

The Asset ID 123456 and the book CORP BOOK cannot be locked. (FA-645310)
  Cause A transaction is pending for this asset in another session.
  Action Complete the pending transaction and try again.

The issue can be reproduced at will with the following steps:
1. Navigate to Fixed Assets > Assets > Capitalize CIP Assets
2. Search Asset Number and select record
3. Click Capitalize button
4. Error prompt and asset cannot be capitalized
