Creating a Project using an existing template causes the Create Project UI to stop responding (Doc ID 2377817.1)

Symptoms

On : 11.13.17.11.0 version, 

ACTUAL BEHAVIOR
---------------
When attempting to Copy or duplicate an existing template and clicking on Continue, the system stops responding and the users have to manually go back to Setup and Maintenance page

EXPECTED BEHAVIOR
-----------------------
Users should be able to use the task flow without any interruption and create templates

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup and Maintenance -> Manage Project Templates
2. Click on Duplicate after selecting a template
3. Give mandatory details. Click Continue
4. System Hangs
