Symptoms
On : 11.12.1.0.0 version, Service Contract
When attempting to Activate the contract., the contract fails to get activated with error.
The following error occurs.
ERROR

"JBO-FND:::FND_CMN_INVALID_ATTRB_API_SERV: The value of the attribute ReceiverProjectId is not valid. JBO-FND:::FND_CMN_INVALID_ATTRB_API_SERV: The value of the attribute ReceiverTaskId is not valid."
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Import Contract
2. Click on Validate
3. Error reports on the Contract
BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot Submit the contract for approval and get the contract activated.
Changes
1. Load the contract header and other entities without associated projects through FBDI
2. Load the clin internal attributes using webservice
3. Load the associated project through FBDI
After the Clin Attributes have been created, customer opened the Contract from UI. Contract >> Lines >> Billing.
This will make certain Billing information Mandatory and have to be provided for validation.
