Cannot Create a New DIPC-C Service Instance Due to Pre-Provisioning Check Failure

When attempting to create a new Data Integration Platform Cloud Classic (DIPC-C) service instance by pressing button "Create Instance", the "pre provisioning check" fails with the following error:
Pre provisioning check failed because of the below reasons:
Associated Services Check :
This service requires a running instance of the following associated service type to exist:
DBaaS - Associated DBaaS for Data Integration Service
Ensure you have a running associated service instance before proceeding.
The error above may also be presented for cause 2, and/or the following error may also be observed as reported in <Document 2429174.1>:
The first cause can be triggered by this change: When creating the service, set: Database Backup=None
