View only type of bank account security

We have certain bank accounts which are secured by the job roles but due to which the other users are not able to search for those payments. How can be make other person see the payments but not create one on those bank accounts.

1. There needs to be a view only access to ALL payments, regardless of account type. There are view only options for ledgers and for invoices, so there should also be one for payments.
2. We have staff accountants and AP associates that look up payments all the time to verify items were paid and often to get a copy of a check. At some point this year, we are also rolling this software out to all 50 of our hotels and then the general managers of each hotel are going to have access to Fusion and will also need to look up payments to verify. Additionally, we often have vendors that say they were never paid which requires users to research payments. All of these users do not need, and should not have, the ability to cut payments from these accounts...they only need view only access. Currently as the system works, there is no view only for all payments. Since we put restrictions on who can cut checks from what accounts, this then removes those restricted accounts from everyone's view only. So now users have to ask other users to look up payments for them, creating a hassle when they should be able to look it up themselves. If a view only for GL and AP exists, then a view only for CM/payments should also.
