CSG can't be accessible from SCP

It should work well

STEPS

The issue can be reproduced if cloud orchestration was restarted with out proper steps taken to restart the CSG.

BUSINESS IMPACT
-----------------------
The issue has the following business impact: 
Due to this issue, users cannot use the tunnel.
