Cannot connect to WSDL

Customer is having as they can no longer register a WSDL due to a proxy issue.

Cannot establish connection to access the wsdl.

The issue can be reproduced at will with the following steps:
1. Login to Sales Cloud
2. app composer -> web services -> create - > SOAP -> enter enter endpoint -> connect -> get error.

Business impact not provided. However, based on priority of the issue, the business impact seems minimal.
