Printer Driver "Print to PDF" Is Not Showing Consistently for Primavera Virtual Desktop (PVD) Users

Information in this document applies to any platform.
When printing from PVD and selecting "Print to PDF" driver, the resulting PDF is 0mb and is not readable.
If the user attempts to rename or move the file, the error message " The action can't be completed because the file is open in Oracle Secure Global Desktop Client
Close the file and try again." appears.
Printing to .PDF should create a visible .PDF that takes up space
The issue can be reproduced at will with the following steps:
- Open P6 in PVD
- File -> Print
- Select .PDF driver
The issue has the following business impact:
Due to this issue, users cannot print their files to PDF to share in an easy manner
