The administrator accounts can still sign into IDCS by using disallowed outside network perimeters

Symptoms
IDCS administrators can access the admin console and other but not all pages of IDCS, they are still allowed to log in. However non-admin accounts cannot log in.
1. Set up a sign on policy to prevent users accessing IDCS outside the list of IP's not in the network perimeter
2. However the admin accounts can still access in an IP address not listed allowed IPs in the network perimeter. For non admin accounts without admin privileges cannot access IDCS out of the IP range.
3. The following screen should appear when you sign on outside of the Secure IP’s. However, administrators can still log in and access IDCS even if they’re outside the network perimeter IP addresses. Non-admin users work as expected.
