OWF is not triggered upon updating task owner

OWF is not triggered upon updating task owner

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to OSC
2. Navigate to Lead-> Update owner
3. OWF on lead is not triggered

BUSINESS IMPACT
-----------------------
Task didnt get created for owner to work on which is holding users from following up on their leads.
