Getting "HTTP/1.1 403 Forbidden" during curl command execution for DBaaS instance (Doc ID 2381098.1)

Symptoms

 Issuing following command fails with "403 Forbidden" message:

curl -i -u testuser:testpwd -X GET -H "X-ID-TENANT-NAME:testact" https://dbaas.oraclecloud.com/paas/service/dbcs/api/v1.1/instances/testact


HTTP/1.1 403 Forbidden
Server: Oracle-Application-Server-11g
Strict-Transport-Security: max-age=31536000;includeSubDomains
