Administrator Not Able to Add or Provision Users in Cloud Administration Application: "Processing User Failed: USERNAME" : Partner Company Not Added to Unifier (Doc ID 2381576.1)

Symptoms

Receiving an error when trying to create and provision users to an Oracle Hosted Unifier Cloud Environment. In the Cloud Administration Application message menu the following error can be seen:

2018-03-27 15:59:38 GMT [UserResource] - Creating/Assigning Application Access for Users: 1
2018-03-27 15:59:38 GMT [UserResource] - Processing User(1/1): USERNAME
2018-03-27 15:59:38 GMT [UserResourceApi] - Unable to create user: USERNAME
2018-03-27 15:59:38 GMT [UserResource] - Processing User Failed: USERNAME

STEPS

The issue can be reproduced at will with the following steps:

  1. Log into the Cloud Administration Application as an Administrator.
  2. Fill in the required fields to create and provision user "USERNAME" to the Unifier Environment in the Owner Company "SHORTNAME".
  3. The Cloud Admin Log indicates the user could not be created.
