stockStatus returns "IN_STOCK' for products with 0 inventory, can add 0 inventory product to storefront carts (Doc ID 2382056.1)

Symptoms

Product inventory is showing 0, "out of stock", however product can still be added to cart in Storefront, in preview working as expected and no items can be added to cart. 

Once the product inventory count is updated and refreshed StoreFront performs as expected and product can not be added to cart.

SKU inventory is showing 0 but /ccstoreui/v1/stockStatus/<prodId> is showing "IN_STOCK" for SKU.

Changes

 New products were just created/added
