Fusion Global HR: Receiving "Access Denied" Error When Trying To Submit HCM Extracts Via SOAPUI

We have a system account user that is being used to submit HCM extracts via SOAPUI and is receiving "Access Denied" error when trying to submit HCM extracts. The system user has the privileges and duty roles that should give the access the user needs to submit extracts.
Advise next steps for allowing this user to be able to submit extracts via SOAPUI.
