Unable to Change the Import Template While Importing XML Projects (Doc ID 2382389.1)

Symptoms

ACTUAL BEHAVIOR
---------------
Users with global security profile privilege of "Import XML" cannot change the import template when importing XML files in P6 Professional.


EXPECTED BEHAVIOR
-----------------------
User should be able to change the import template.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
     1. Access P6 Web EPPM as Admin Superuser/Administrator
     2. Create user with import XML only in global security profile and project superuser in project access
     3. Export a project to XML
     4. Create new XML import template by beginning to Import XML
     5. Log-in as import XML user.
     6. Import XML and try to change import template. Notice users cannot change the import template.
