Fusion US Payroll: Payroll Process Fails when Resident's Pennsylvania School District (PSD) Is Set to 880000 on Non-PA Residents

Symptoms
There are several employees who are foreign workers. They work in Pennsylvania (PA), but they are not PA residents. On the calculation card, they are set up as 'non residents'.
When you enter the correct work and home address PSD codes, the payroll completes successfully, but it calculates resident taxes.
If you enter 880000 as the default PSD code, then the following error is thrown:
