Unable To Add Items To Change Order Using Import Map

Symptoms

Customer is trying to import items through import maps. Customer expects that the import adds items to a change order which can be taken through an approval process. Once done, revision needs to be updated and items need to be available for use.
However, after import items are not added to Change order.
