On : 11.13.17.11.0 version, Set Up Benefits

ACTUAL BEHAVIOR
---------------
Created postal ranges and added them to an OOA Service Area. Then created an eligibility profile and attached the OOA service area to it. Attached this ELPRO to the plan and made it required. When testing an employee with a zip code not in the OOA Service Area the plan still shows up.

EXPECTED BEHAVIOR
-----------------------
Expected is that the Plan does not show up since zip code is not a listed zip code.
