PBCS: Data Management Unable to Refresh Metadata when Browser's Language is Japanese

Symptoms

When using Japanese as browser language,
Metadata Refresh at Target Application in Data Management fails.

[Steps to reproduce]
1. Set browser language to Japanese.
2. Sign in to PBCS.
3. Navigator > Data Management > Setup > Target Application
4. Click Refresh Metadata.
   -> Error occurs.
      Error message in Japanese means;
      "Member name "Yes" is invalid for "Member name may contain comma".
       Input another member name."
