Symptoms

After the first WO is fully allocated, WMS does not allocate the child items for subsequent WO when the child items are common.  We can see that the IBLPN that is allocated for the first WO child item has sufficient units to fulfill the allocation for the rest of the WOs in the wave. But WMS skips the IBLPN after allocating the first WO.
