Oracle PO Taxing Is Not Consistent

This is a set issue related to locations. For some locations, tax jurisdictions do not exist, which make the tax not application to the transaction line.
Problem with old location: US NY Brooklyn-100Jewel
Not able to call the CITY tax jurisdiction (CI-ALT4-VTL-330472010) when
customer selecting the City in Location.
Even the CITY tax Jurisdiction having the Tax rate defined properly.
As alternate solution:
Created new Location- US NY Brooklyn-100Jewel with same address and prefix
'x' on old location.
In new location call the same City and verifying the tax simulator , where
the tax is calculating properly. Check in PO and Tax calculating fine.
We need to identify now why the Old locations are not able to derive the tax for City.
