[OCI BM LBaaS] Unable to Modify Loadbalancer Settings After Configuration (Doc ID 2383940.1)

Symptoms

After using the console to create a backend set for a load balancer instance that uses session persistence, as documented in the Managing Backend Sets section of the Load Balancing in the Oracle Cloud Infrastructure documentation, users are unable to modify anything in the console.  All options for Load Balancers stop working or cannot be accessed.
