Not Able To Import Transaction For Inventory Onhand Conversion (Doc ID 2384020.1)

Symptoms

On Fusion Inventory Management : 11.12.1.0.0
When attempting to import inventory transactions, the import process fails with the following error .

-- Error
ERROR_CODE: An error occurred while validating the transaction.
ERROR_EXPLANATION: No rows are available for the material processor to process

-- Expected Behaviour
Expect the transaction to be successfully imported

 -- Steps
The issue can be reproduced at will with the following steps.
1. Populate the Item Transaction Import Template
2. Generate the CSV File
3. Load Interface File for Import
5. Run the Manage Transactions Process
6. Process ends in Error

-- Business Impact
The issue has the following business impact:
Due to this issue, users cannot import inventory transactions via FBDI
