Unable To Save A Report Directly To CSV Instead Of Opening In A Browser

Information in this document applies to any platform.
When opening a CSV output file, it doesn't create a 'Save as' window similar to other output files.
Opening a CSV output file prompts with a 'Save as' window.
The issue can be reproduced at will with the following steps:
- Open BIP
- Select a report
- Select output formats
- Select 'Data CSV'
- Run report to 'Data CSV'
- Notice no save as window
The issue has the following business impact:
Due to this issue, users cannot output to CSV file.
