Schedule Percent Complete Field not Calculated in Prime

Schedule % complete column is not being calculated - all activities show 0% no matter the status.
The column should be calculated with the actual percentage of the completed activity
The issue can be reproduced at will with the following steps:
- Launch Prime Project
- Go to the Schedule App
- Go to Activities
- Make sure Schedule % Complete column is displayed
- Make sure a Baseline is set
- Schedule the project
- Observe the Schedule % Complete is 0 for all activities
