Cannot Create Action Reason But Cannot Find Existing Value

When attempting to clear up an apparent configuration issue.
*Navigate to Setup and Maintenance > Search > Manage Action Reasons.
Search for existing Action Reason code "XXHR_CONVERSION_ONLY" or "XXHR_CONV" and the search produces no results. Attempt to add an Action Reason Code of "XXHR_CONVERSION_ONLY" and tab out of the Action Reason Code field, an error appears "The action reason code already exists. Enter a unique action reason code. (PER-1530152)"
I used Effective Date 12/31/9999 to be sure there wasn't a value with a forward effective date.
Can you please let me know if this is a bug or intended functionality?
