Cannot Reset Password For IDCS Users With "error.communication.exception.AQJMSException"

On : IDCS 18.1.6, Group Management

When attempting to Do a Password Reset the following error occurs.

  Password Reset failed for error.communication.exception.AQJMSException

The issue can be reproduced at will with the following steps:
1. Login to IDCS console
2. Navigate to Users, select a user for reset password.
3. Following error occurs when clicking 'Reset Password' button.
  Password Reset failed for error.communication.exception.AQJMSException

The issue has the following business impact:
Due to this issue, users cannot change password to login
