ACTUAL BEHAVIOR

When creating a rate record from the user interface, the following error is observed:

EXPECTED BEHAVIOR
-----------------------
It is expected to be able to create a rate record from the GUI successfully with no errors.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. From Contract and Rate Management -> Rate Management -> Rate Record create a new rate record
2. Attempt to save the rate and the error will be displayed
