OAC Cannot Connect to the Essbase Instance After System Maintenance (Doc ID 2385771.1)

After the Oracle maintenance, users are unable to connect to the Essbase cloud instance.
Stopping and starting the instance does not solve the issue.


There was an Oracle mandatory maintenance done.
