Unable to Convert Lead to opportunity when we type in Account and Contact names

When we try to convert lead to Opportunity, system is throwing the following error



ERROR

'You do not have the required permission. You can request that your help desk change your security settings. Contact your help desk.'


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Leads
2. Select/Create a Lead
3. Select Actions>Convert

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot convert Lead to opportunity
