Upload the content successfully, processing of content failed

STEPS

The issue can be reproduced at will with the following steps:
1. My Workforce
2. Learning
3. Manage Catalog Resources
4. Add content
5. upload client Scorm file 
6. File uploads and processing fails

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot upload content
