Area Tree will not Import in Prime Projects

Symptoms
ACTUAL BEHAVIOR
*csv file for Area Tree Import shows message that import failed (no error message displayed)
EXPECTED BEHAVIOR
Import should be successful to add areas
STEPS
The issue can be reproduced at will with the following steps:
- Launch Prime Projects
- Click on Summary and Settings
- Click on Field Setup
- Click Areas
- In the Import Area from File, choose file
- Click on Import Areas
- Observe the message that import failed - no error given
