More Than Expected Time Taken When Accessing HTS Details From Item Screen

Symptoms

When accessing the HTS details from the item screen it takes approximately 3 minutes to bring back one HTS record and four assessment records associated with an item.

Steps to reproduce:
1. From the task menu select items -> manage items.
2. On the item search screen input an item, for example 400287852833.
3. Once in the item screen click on More Actions->HTS.
4. The screen shows as a blank screen for approximately 3 minutes.

Note : This issue occurs only with IE 11.0.96 when Firefox V52.6 is used there is no performance issue.
