Fusion HCM: Line Managers Not Getting notifications for Promotions, Terminations, Transfers

Notification issues around Tasks from promotions, terms, transfers, etc.
Line managers are not getting notifications for approval. These notifications are neither going as email nor can they see these in their worklist, However, when logged in as an Administrator I can see that these are assigned to them. I have checked the following:
• Workflow email notifications are enabled
• Managers have a valid work email address, defined as work email type.
• Line Manager role used is the one with role name starting with ‘ORA_’
