'Filter by Territory' is not working as intended

Customer has configured the territory with Product dimension, and they has also configured
Navigate to Setup and Maintenance: Task: Manage Product Group Usage>Functions Tab>
Name: Territory Region
Mode: Opportunity Management
Value: Enforce Territory
Save and Close
Then Customer created the account, and an opportunity which is assigned to the territory in which he is the owner.
Now when customer try to pick the product group in Revenue line with 'Add' or 'Browse Catalog' the 'Filter by Territory' is checked but no product is display.
And when customer do search the complete root catalog is returned.
STEPS TO REPRODUCE
Opportunity > Add Revenue > Search Product
