Symptoms

This note applies only to Cloud Accounts using Identity Cloud Service (Not Traditional Accounts).

The customer successfully created the Content and Experience Cloud (CEC) instance, however, some users who were provided all necessary roles are unable to login and see a spinning icon when attempting to load the WebUI.
