Allocation Journals are not Generated for a few STAT Entries Due to Error GL-781787

Symptoms
On : 11.12.1.0.0 version, Capture Transactions-Define Allocations and Period Entries
Allocation Journals are not generated for some STAT accounts where as for few it got generated though it has STAT entries and Source entries and the Rule criteria defined.
The following information appears in the log file of the Generate Allocations program.
ERROR

WARNING ::Either the source or basis defined for this allocation component contains no balances. The process is generating the next component in the rule or rule set. (GL-781787)
STEPS
-----------------------
The issue can be reproduced with the following steps:
1. Create an allocation
2. Run it
3. See error on log
