Users Incorrectly Created Via Oracle Identity Manager (OIM) Not Showing In Unifier

On Unifier : Version 15.2 and higher, utilizing Oracle Identity Management (OIM) and Cloud Administration
Expected Results: Users should be able to be provisioned to the Unifier environment.
Actual Results: The user is incorrectly created in OIM, and can be provisioned to Unifier through Cloud Administration, but the user does not show in Unifier.
The user is then deleted from OIM and then when trying to recreate the user in Cloud Administration the following error is received:
yyyy-mm-dd hh:mm:ss GMT [UserResource] - Creating/Assigning Application Access for Users: 1
yyyy-mm-dd hh:mm:ss GMT [UserResource] - Processing User(1/1): username
yyyy-mm-dd hh:mm:ss GMT [UserResourceApi] - Unable to create user: username
yyyy-mm-dd hh:mm:ss GMT [UserResource] - Processing User Failed: username
