How to enable Merge Option In Accounts And Contacts Landing Pages (Doc ID 2388253.1)

Symptoms

On : 11.13.17.11.0 version, Accounts, Contacts, Households

ACTUAL BEHAVIOR
---------------
Not able to see Merge option in Accounts and Contacts Landing Pages

We are not able to see Merge option in our Production environment (eqwv)
From Application composer, we have all the required fields in selected fields section.


EXPECTED BEHAVIOR
-----------------------
Merge option suppose to show

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Navigate to Account
2. In the landing page click Actions button
3. There is no Merge button.
