Interim/ suspended Issue with Interim Rule as Current same, New -Next lower for coverage <GI

For the Interim Rule : Current same, new next lower , the interim and suspended coverages are showing incorrectly when the employee's current coverage is less than the guaranteed issue amount for Voluntary employee Life Insurance plan.
Steps:

1.search employee  in Enrollments
2. Process LE " Vol life Open " as of 4/13/2018
3. The current coverage of the employee is 10,000 in voluntary employee Life and after vol life Life event the coverage is changed from 10,000 to 210,000.
The interim is showing as 10,000 (Ideally should be 200,000) suspended as "210,000 - correct

However even when we change the coverage to 200,000, still the interim /Suspended rows are created even though the amount is less than guaranteed issue amount.
