Web Reports Today Function in Filter Is Not Pulling The Correct Date and Timezone Issue

Symptoms
ACTUAL BEHAVIOR
There seems to be an issue with Timezone as Web Reports Today Function is not pulling the correct data. You are pulling an adjustment report daily that shows all of the adjustments that have occurred that day with the filter condition InventoryHistory.Create Timestamp >= 'Today'. The issue is that we are getting data from Previous Day where we are expecting to only pick up data for Today. Tomorrow function also does not help in this case. Some data for today is missing.
EXPECTED BEHAVIOR
Customer is in New Zealand Timezone and wants to pull one day's worth of data.
STEPS
1. Create a WebReport
2. Set it up with any date time filter. Example: InventoryHistory.Create Timestamp -> 'Today'
3. Run the report and verify the data. Depending on customer's Timezone, there could either be some additional data from previous day or some data missing on the current day.
