Publish Failed, Admin UI Is Now Inaccessible (Doc ID 2388752.1)

Symptoms

When trying to delete obsolete skus from the catalog, when checking the publishing queue, observed that there were a lot of changes there.

Tried to do a "Publish All" operation, but it didn't respond. Then tried to publish only the first few changes in the queue. After waiting a lot, the page showed there were more than 80k dependencies

Tried to start the publish again, but got the error message another publishing was already running.
Now, trying to access the Admin UI, get the error "Publishing has encountered a serious error. Please contact Oracle Customer Support".
