Internal Inconsistency In Time Zones

Each business day we run a "Journals Report" for the previous business day and review each journal for accuracy and completeness (internal control). On Friday, February 2nd, several journals were posted but they did not appear on the "Journals Report" for that day. They do appear on the "Journals Report" for Saturday, February 3rd!!! I am attaching the 2/3/18 report so you can see the journals. This is an internal control gap and quite simply bad data. We would like to know why Fusion pushes journals that are posted one day to the next day's report. I'm guessing that the issue is the Scheduled Process is somehow applying Universal Time to the post date. It occurs with journals posted later in the day (after 4 PM?) But the report output correctly shows the correct (PST) date. So why doesn't the date parameter on the report correctly display these items on the requested date? The report itself actually shows the correct post date of 2/2. So why doesn't the date parameter accurately reflect that date? How can we fix the report to produce accurate results?
