Cannot Add Social Insurance Card Details To Employee > Stuck Error: calculation breakdown tax card was not assigned (Doc ID 2389135.1)

Symptoms

On : 11.12.1.0.0 version, AE - United Arab Emirates Legislation

While hiring the employees into the application we provided the nationality and hired them.
But after that when we tried to process the payroll we got and error stating that the "calculation breakdown tax card was not assigned".
When we opened and checked the calculation cards we did not find the "Social Insurance" related calculation card. When we tried to add it manually we are getting stuck with the error.

Our setups are fine and yet we are facing the issue.

Please let us know how we can get this issue resolved.

EXPECTED BEHAVIOR
-----------------------
The Social insurance card should be added without any issues.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:

1. Hire an employee with nationality
2. The social insurance card is not generated
3. Try to add the card manually
4. Error is returned

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot process the Payroll for new employees.
