When attempting to load Personal Payment Method through Payroll Batch Loader, the following error occurs:

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Access  Data Exchange->Batch Loader->Manage Batch Loader
2. Created Batch Header and Batch Content
3. Payroll->Administration->Submit a Process or Report->Select Legislative Data Group->Flow Pattern=Transfer Batch
4. Error returns
