Want the Seniority Date to use the Hire Date and not the Pending Worker Date as eligibility

Symptoms
Those EE's who fall under the eligibility profile where 'Hire Date' is used as a criteria as being excluded if hired on or after 10/1/17 are showing eligible and are able to be given a merit increase
EXPECTED BEHAVIOR

All EE's with a hire date of 10/1/17 or after should not be eligible for a merit increase based on eligibility profile setup
Need to be able to have the seniority date use the actual hire date and not the pending worker date since the EE wouldn't have physically started working until the hire date.
NOTE: We don't want to have to change the actual Pending Worker date at the work relationship level
